Spanish politician, from 1992 to 1995 served as Foreign Affairs Minister, and as Secretary General of NATO from 1995 to 1999. From October 1999 to December 2009, he was the European Union’s High Representative for Common Foreign and Security Policy, Secretary General of the Council of the European Union, and Secretary-General of the Western European Union.
